Who decides, in plain sight.
HBOME holders can enrol tokens to vote, and one seat holds a veto. This page reads the deployed contract on Quai and states what each seat can and cannot do, with the source and the block of every figure.

Deployed contract (V1)
The Chair is a veto, not a treasury key. It cannot move funds: a spend needs a holder vote that reaches quorum, waits out the timelock and stays inside fixed caps. V1 has no seat that can move the vault without a holder vote.
The veto term set at deployment ends 2027-10-13 (UTC), 12 months after deployment, unless holders vote to renew it. After that the Chair can no longer veto.
The vault is funded by a plain HBOME transfer to the contract. Enrolled holder tokens are never part of the vault, so no vote can spend them.

Rails no vote can change
- 0.5% of the HBOME supply enrolled to propose or vote
- 1% of the supply must vote for a result to count
- 5% of the vault per proposal
- 15% of the vault per 30-day window
- 3-day vote
- 2-day timelock before a passed spend can run
- 365-day veto term from deployment, renewable by a holder vote
The 30-day window is fixed, not rolling. Across one window boundary a little over a quarter of the vault can leave. These numbers are constants in the contract, with no setter.

V2 (Founder mode): test-network rehearsal only, not deployed
V2 is being rehearsed on a test network. It is not deployed on mainnet, holds nothing and is not read by this page. What follows is its design, not a live state.
Founder-controlled until handed over. The Founder can send the vault to any ordinary address. Enrolled holder stake cannot be touched. After handover the Founder wallet can still vote like any holder, so the contract does not call itself holder-controlled.
- Until handover, holder votes on V2 are advisory.
- Handover is one-way and optional. Giving up the seat is possible only after handover.
- V2 keeps the caps, the quorum and the timelock of V1 for the time after handover.
This site submits no governance actions. The Founder acts on chain directly.

This page requests this site's public /api/governance. Its server reads the Quai network at one block and states that block. It asks for no wallet and stores nothing in your browser. A dash means unknown, never zero. Refresh is every 60 seconds while this page is visible, or when you press Retry.
The role label comes from the contract state. Until a second contract has been read on chain, this page names only the seat of the deployed V1 contract.
