What the fees can buy back.
The fee budget counts every confirmed protocol and creator sweep of any Hartii Labs curve since the funding date. Only part of it comes from the HBOME curve, and that part has its own line. The buyback program burns only half of the HBOME received by each new fee-funded buyback; it burns nothing else.
